It looks as though Apple where going to put a camera into the iPad but decided against it at the last minute. The photo shows what is apparently the iPad outer frame taken by repair company Mission Repair
Although the iPad is not yet for sale the company seems to have got a supply of iPad parts through unofficial channels.
Assuming that these pictures do show actual iPad parts it would suggest Apple did intend for the iPad to have a camera facility but rejected it at some point during the development stage.

Interesting article & interesting photos. It’s interesting how so long ago we were worried about a camera, or lack thereof, and now & days we have it in the iPad. Great photos of the iPad repair.
